Columbia’s City Council unanimously approved a three-month trial period that would create zones where taxis can not pick up riders on downtown streets between 9 at night and 2:30 in the morning unless at designated taxi stands on April 18, 2011. While city officials are optimistic that this program will increase pedestrian safety and reduce traffic, some taxi business owners have mixed feelings about its effectiveness.
